To achieve the Network goals four technical clusters have been established that address the following topics:

• Use of wastes as secondary fuels and raw materials for cement clinker production (Cluster 1)
  
• Production and application of blended cements (Cluster 2)
• Concrete and aggregate production (Cluster 3)
• Pavements (Cluster 4)

These clusters are co-ordinated by the management of the ECOserve Network.

In addition to the four technical clusters, 5 task groups have been established to assist the Network management on dedicated, specific tasks, identified by the Management group:

• Management and Co-ordination (Task Group 1)
• Environmental baseline and indicators (Task Group 2)
• Communication and dissemination (Task Group 3)
• Co-ordination with other research programmes (Task Group 4)
• Co-ordination with activities in New Associated States (Task Group 5)
